Australian Illicit Drug Intelligence Program (AIDIP)

The Joint Drug Intelligence Team (JDIT) is a strategic level partnership between the Australian Federal Police (AFP) and the National Measurement Institute (NMI website). It was initiated in 1997, when the Federal Government allocated funding to the National Heroin Signature Program (NHSP) as part of its National Illicit Drug Strategy (NIDS).

In the 2002-2003 Budget, the Federal Government committed a further $4.7 million over four years to expand the program to also include Amphetamine Type Substances (ATS) and Cocaine profiling. Collectively, the expanded program is known as the Australian Illicit Drug Intelligence Program (AIDIP).

 

What are its aims?

On a strategic scale, the analytical results are used to identify regions of origin, manufacturing trends or spread within a drug market. For a specific investigation, comparisons can be conducted within and between seizures to identify different batches in a single shipment or potentially demonstrate links between individuals and/or networks that do business in illicit drugs. This information assists in targeting resources available to law enforcement, as well as further developing the understanding we have of the illicit drug trade.

Photo of drug analysisWith the recent expansion of the program, specific analytical programs have been, or are now being, developed to "profile" seized heroin, ATS and cocaine. They include both chemical and physical analysis of the actual drug, as well as any other associated forensic evidence.

In developing the program, JDIT has pursued partnerships with domestic and international law enforcement agencies, as well as academia.
