Training for Australian government law enforcement partner agencies

The Federal Law Enforcement Training Coordination Centre (FLETCC) provides Australian government law enforcement agencies with access to quality law enforcement training in a variety of disciplines.

Training programs

Programs are offered in the broad subject areas of:

Our training programs are tailored to meet the specific needs of the clients through learning needs analysis. Emphasis is placed on case studies to facilitate the learning of best practice procedures. The use of practical skills scenarios and procedures within a controlled training environment is utilised to affect learning outcomes. The programs maintain a focus on shared learning and reflective practice challenging participants to engage in strategies of applied learning on return to their workplace. Client agencies are consulted throughout the development, delivery and evaluation stages of the workshops and programs.

Law enforcement partner agencies may also be able to participate in some Australian Federal Police (AFP) training programs. These include the Financial Investigations Training Program and the National and Advanced Surveillance courses. You need to contact the AFP College - FLETCC - if your organisation wants to participate in these programs.

Costs

The provision of training by the AFP may require cost sharing or cost recovery. In this instance the agency and AFP college will enter into negotiations regarding costing and contractual arrangements prior to conducting the training.

Investigations

Investigations Management

The purpose of the program is to provide Australian government law enforcement agencies with the framework and knowledge to plan and manage investigations. The program will assist investigation officers/managers to develop a greater understanding of the management role within investigations and familiarise them with the best practice tools for the planning, co-ordination and management of such investigations.

Participants will learn to plan, lead, organise and control the investigation process. The theory tasks will enable participants to fully utilise the tools associated with investigations management culminating in a complete operational briefing.

Investigations

These programs are developed in consultation with the requesting partner agency to meet identified training needs in relation to investigations (tailored to crime specific - eg fraud, drugs) and compliance responsibilities under their own legislation and policies. Practical activities are incorporated into an agency specific case study/scenario which also provides a frame work for relevant assessment. The training provided is aligned to competencies of the PSETA Investigations Training Package.

Financial investigations

The Financial Investigations Program develops the skills of investigators in generating and collating financial data concerning the assets, liabilities, income, expenditure and suspicious financial transactions for a person, entity or group of interest and the tracing and seizing of criminal assets. The program looks further to identify criminal activities such as money laundering, terrorist financing, underground banking systems and credit card crimes. This program enables investigators to develop investigative management skills specific to the accounting environment and its application to identification and seizure of proceeds of crime.

Should an Australian government law enforcement partner agency have an identified need, and sufficient numbers, a tailored program can be negotiated for development and delivery. Another option is that suitably identified members maybe able to participate in an AFP program.

Proceeds Of Crime training is also available On-line for those agencies with an identified need to undertake such training, and this can be individually negotiated with FLETCC.

Trans-National Sexual Exploitation Investigation program

This AFP program is designed for senior investigators who are involved in the investigation of human trafficking for the purposes of sexual servitude and child sex tourism offences. The program assists investigators to understand and apply a multi-agency or a cross jurisdictional response in the investigation of these offences.

The focus of the program is largely victim oriented. It incorporates sessions from government, non government, and international stakeholders involved in the prevention, investigation, prosecution, and victim support areas of crimes of this type. The program is designed to expose investigators to a range of perspectives and issues in dealing with such sensitive investigations and a limited number of positions may be available for other Australian Government Law Enforcement Partner Agencies with an identified need to undertake this training.

Law enforcement intelligence

Law Enforcement Intelligence programs develop the skills and knowledge of participants to support investigations or undertake specific intelligence taskings to assist managerial decision making. The programs provide a range of conceptual and methodological applications to develop the skills of participants within the Intelligence field.

Participants will be people who are currently, or are likely to be, engaged in law enforcement intelligence activities within various Australian Government Law Enforcement Partner Agencies. Participants do not need to have previous investigations experience to be considered eligible for these courses.

Intelligence programs cover theoretical concepts, which are reinforced through the application of practical activities based upon scenarios and research activities tailored to the needs of the organisation and client agencies.
